You must familiarise yourself with the COVID-19 Regulations and Directions applicable to your business including the occupational health and safety directions and comply with these rules. You must also consider whether any sector-specific COVID-19 protocols apply to your business activities and ensure you comply with these protocols.

Conduct a risk assessment for your business

Before reopening all businesses (which are permitted to operate during Adjusted  Alert Level 3 ) must undertake a risk assessment giving effect to the minimum measures required by the Consolidated Direction on Occupational Health and Safety Measures in Certain Workplaces and taking into account the specific circumstances of their workplace.

Businesses that employ over 50 employees must submit a record of its risk assessment together with a written policy concerning the protection of the health and safety of its employees from COVID-19 to its health and safety committee and the Department of Employment and Labour within 21 days of the commencement of this Direction. Submission must be made to the Provincial Chief Inspector.

Prepare a risk response plan for your business

On the basis of the risk assessment, before opening businesses must develop a plan outlining the protective measures in place and which provides for the phased return of its employees. All businesses must consult on the risk assessment and plan with–

  • any representative trade union if there is one; and
  • any health and safety committee or in the absence of such a committee, a designated health and safety representative or employee representative.

This risk assessment and the plan should be available for inspection by an inspector, representative trade, health and safety committee and health and safety representative (as applicable).

APPOINT A COMPLIANCE OFFICER

All businesses permitted to operate during Adjusted Alert Level 3 must designate a COVID19 compliance officer. The compliance officer may be an employee or other suitable person and must be appointed /assigned, in writing.

PREPARE A COVID-19 COMMUNICATION PLAN FOR EMPLOYEES AND VISITORS

Businesses should prepare appropriate training and awareness material and sessions for employees as well as visitors (members of the public, customers, suppliers, couriers and other services providers) who may visit the business premise addressing important COVID-19 topics.

It is highly recommended that businesses use signage with messages that encourage safe behaviours both inside and outside the workplace as relevant to COVID-19.

Has my business prepared staff for returning to work?

TRAVEL DURING CURFEW
  • The curfew during Adjusted Alert Level 3 is from 21H00 to 06H00. However, employees who perform a service during curfew including other services not listed to operate should be granted a permit which corresponds with Form 7 of Annexure A.

 

 

MAKE SPECIAL ARRANGEMENTS FOR VULNERABLE WORKERS

  • Compile a list of vulnerable workers (e.g those who are over the age of 60 / those with comorbidities / any other condition that places him or her at a higher risk of complications or death if infected with COVID-19)
  • Where possible allow vulnerable employees to work from home. If this is not possible, you must implement appropriate measures to facilitate their safe return to work including any special measures at the workplace to limit their exposure to COVID-19 infection.

ENSURE ALL WORKERS ARE PROVIDED WITH TWO CLOTH MASKS AND TRAINED ON THE CORRECT USE

All employees must wear some form of cloth covering over their mouth and nose while at work. Every employer must ensure that workers are informed, trained , instructed and supervise as to the correct use of cloth masks.

Is my workplace adequately prepared for re-opening?

PREPARE PHYSICAL WORKSPACES IN LINE WITH OHSA STANDARDS FOR BUSINESSES IN YOUR SECTOR.

Businesses must consider the social distancing and hygiene requirements prescribed by the COVID-19 regulations and directives accessible on the Government Notices page. You must further implement the measures required in terms of your specific COVID-19 risk assessment and risk response plan. You must also take note of any specific sector-specific requirements that apply to your industry which may be specified in the COVID-19 regulations, directions or sectoral guidelines.

IMPLEMENT MEASURES FOR DAILY SCREENING OF EMPLOYEES AND THE SCREENING OF CLIENTS, CONTRACTORS AND VISITORS TO THE WORKPLACE

  • It is recommended that businesses obtain a declaration from employees regarding their health and risk factors based on the employee’s self-screening.
  • You will need to implement measures for screening of employees and third parties once your business opens. It is important to plan these processes in advance and ensure appropriate training is performed in respect of employees responsible for screening.
  • Prepare registers and COVID-19 symptom-checking declaration form for all employees and third parties to complete before entering the premises.
LIMIT EXPOSURE OF COVID -19 WHERE THERE WILL BE GATHERINGS AT WORPLACE FACILITIES
  1. An owner or operator of any indoor or outdoor facility where gatherings are held must display the certificate of occupancy which sets out the maximum number of persons the facility may hold.
  2. Every person, when attending a gathering and in order to limit exposure to COVID-19 must -
    • wear a face mask;
    • adhere to all health protocols;
    • maintain a distance of least one and a half metres from each other; and
    • strictly adhere to the closing times for indoor and outdoor establishments which is 20H00, except where a person has been granted permission in the Form 7 of Annexure A, to perform a service.
    • adhere to any other health protocols and social distancing measures as provided for in directions issued by the relevant Cabinet member after consultation with the Cabinet member responsible for health.
  1. Every business premises, including but not limited to supermarkets, shops, grocery stores, produce markets and pharmacies, are subject to a limitation of 50 percent of the floor space, which includes customers and employees, and subject to strict adherence to all health protocols, social distancing measures.
  2. Gatherings at a workplace for work purposes are allowed, subject to strict adherence to all health protocols and social distancing measures.
  3. Gatherings at the below facilities are allowed with the following limitations.
    • The following businesses have a limitation of a maximum of 50 persons or less for indoor venues and 100 persons or less for outdoor venues
    • Casinos
    • Cinemas and Theatres
    • Gyms, fitness centres and swimming pools
    • Conferencing, dining and entertainment facilities and if the venue is too small to hold 50 persons observing a distance of at least one and a half metres from each other, then not more than 50 percent of the capacity of the venue may be used.
    • Restaurants
      • Restaurants to a maximum of 50 persons or less for indoor venues and 100 persons or less for outdoor venues.
      • If the venue is too small to hold the number of persons when observing a distance of at least one and a half metres from each other, then not more than 50 percent of the capacity of the venue may be used, subject further to strict adherence to the times of operation with 20H00 closing time, health protocols and social distancing measures, as provided for in the directions issued by the relevant Cabinet member.
      • Hotels, lodges, bed and breakfasts, timeshare facilities, resorts and guest houses.
    • Hotels, lodges, bed and breakfasts,  timeshare facilities, resorts and guest houses are allowed full capacity of the available rooms for accommodation, with patrons observing a distance of at least one and a half metres from each other when in common spaces.
    • Auctions
      • Auctions are allowed, subject to a maximum of 50 persons or less for indoor venues and 100 persons or less for outdoor venues and if the venue is too small to hold the prescribed number of persons observing a distance of at least one and a half metres from each other, then not more than 50 percent of the capacity of the venue may be used and further, subject to strict adherence to all health protocols, social distancing measures and directions issued by the relevant Cabinet member, in consultation with the Cabinet member responsible for health.
CATEGORIES OF HEALTH DATA TO BE SUBMITTED BY EMPLOYER

An employer with more than 50 employees submit the following categories of data to the National Institute for Occupational Health in terms of the required templates.

  1. Vulnerable Worker Data: All employers are legally required to identify those employees who are considered to be vulnerable for the more severe outcomes of the COVID-19 infection. This once off submission is submitted when collected by the workplace, and any subsequent occasion when new appointments are made or an employee’s status requires updating.
  2. Daily Symptom Screening Data: All employers are legally required to screen all employees entering their work premises on a daily basis. This daily collected data must be submitted by employers, for those employees that are symptomatic. The data must be submitted on a weekly basis should there be symptomatic workers recorded during the calendar week. The submissions should occur before Tuesday for the previous calendar week commencing on Sunday.
  3. COVID-19 Testing Data: In terms of managing the pandemic in the workplace, the employer is expected to be notified of the results of the tests. The results of the laboratory tests of all employees who test positive must be submitted by employers, upon receiving the results of such tests. This submission occurs only when an employee tests positive for COVID-19 and should be submitted on a weekly basis should there be positive workers identified during the calendar week.
  4. High exposure risk Workplace Contact - tracing: When an employee tests positive within the workplace, all those in contact must, as per the Department of Employment and Labour Direction, be assessed for a high risk or low risk of exposure. A high risk of exposure is defined as being in close proximity (<1 m) for a prolonged period of time (>15 minutes) without the use of personal protective equipment and/or a face mask. Those employees with such high risk of exposure are expected to be placed in quarantine. The total numbers of employees placed in quarantine as a result of the high risk exposure should be submitted on a weekly basis should there be positive worker/s identified during the calendar week. Individual details of the high exposure risk contact need be reported.
  5. Post infection outcome and Return to Work Data: All employers who indicate employees have tested positive must submit information about the outcome of the infection, and the return-to-work decision. This data must be submitted once only when the employee returns to work.

CLEANING PRECAUTIONS

  • Disinfect areas that people touch often such as often such as counters, tills, handles. Wash tools and equipment used.
  • Wash work clothes with soap and water every evening and iron when they are dry.

CARE FOR EMPLOYEES & SAFE TRAVEL ADVICE

  • If you are sick with COVID-19 or have been exposed to a confirmed case you must inform the DOH/NICD.*
  • Take special measures to reduce the risk for vulnerable employees - persons 60 years and older and those with pre-existing conditions (uncontrolled diabetes, obesity, hypertension, HIV, TB, over 28 weeks pregnant).
  • Talk to employees about their concerns and make sure they know how to prevent infection.

Where possible use your of own transport. If  you use public transport:
  • Keep 1.5 metre distance to others when queueing and always wear a mask
  • Avoid full vehicles (more than 70% full) or when others are not wearing masks.
  • Sanitise or wash your hands when you get on and off public transport.
  • Use alcohol-based hand sanitiser after touching money.
  • Do not use public transport if you feel sick or have symptoms.

A SAFE ENVIRONMENT FOR ALL

COVID-19 infection is growing in South Africa. We all have a responsibility to prevent the spread of the disease.

COVID-19 spreads through coughing and sneezing, contact with an infected person, or touching an infected surface and then touching your mouth, nose, or eyes.

KEEP YOURSELF AND OTHERS SAFE

  • Always wear a cloth mask
  • Wash hands often with soap or hand sanitiser
  • Keep at least 1.5 distance (3 big steps)

  • Set up workspace1.5m apart. Keep windows open for good air flow.
  • Staff should work from home if possible.
  • All high touch places in client vehicles must be disinfected before entering the workplace production area and whenever it is moved. This includes seats, dashboards, exterior door handles, boot lid handles.
  • If a client’s vehicle is delivered at home s/he must carry a sanitiser set and at delivery sanitise the driver position.
  • Where possible avoid handling cash. Always wash or sanitise hands after handling cash.

  • Don’t share equipment, utensils, cigarettes, food, drink, pens, or cell phones with others.
